 Is it permissible to delay the payment of zakat?

Is it permissible to delay paying zakat although more than one year has passed over the goods?

Zakat must be paid as soon as possible

Giving zakat is fard (compulsory). Zakat, which is  one of the pillars of Islam was ordained in the second year of Hijra.

zakat must be paid as soon as one year has passed over the Money or merchandise that is of the nisab value.Because zakat includes the rights of poor people. So, it's not permissible to delay zakat without a valid reason.

according to another opinion It's not obligatory to give zakat at the end of the year immediately. A person who has zakat payment can pay it as long as he lives. If a man dies before giving zakat, he would be sinful.
