 Is It Permissible to Pay Zakat to A Non-Muslim?

Is a non-Muslim person eligible to receive zakat?

Answer:

Non-Muslims are not eligible to receive zakat, however they can receive “sadaqa”

Zakat cannot be paid to non-Muslims, because zakat is the right of the Muslim poor.
Narrated in a hadith that:
“Tell them that they are obliged to give zakat that is taken from their rich and given to their poor.” (Bukhari, Muslim)
This worship is a religious and a social duty belonging to Muslims. Since non-Muslims are not liable to pay zakat, those who do not cooperate this duty do not have right to benefit from zakat.
However, just according to Imam Zufar, it is permissible to give zakat to ahl al-dhimmi who are the non-Muslims living under the Islamic governance; because the purpose of zakat is providing the needs of the needy by means of the act of worship.
