 Is it permissible to speak during khutba?

Dear Brother,

When the imam is on the pulpit to deliver his khutba, the congregation should stop talking, greeting and praying nafila (supererogatory) prayers and keep silent. In terms of maintaining the silence, it is even more proper for the congregation to just keep listening without any salutation when they hear the blessed name of Our Prophet Muhammad (pbuh) in the sermon. According to Imam Abu Yusuf, in such a situation it is better to recite salutation silently. (Great Islamic Jurisprudence)

According to Imam Shafi and Ahmad, it is permissible for the person to speak during khutba if he doesn’t hear the imam but mustahab to remain quite. However, for Abu Hanifa it is haram to speak whether he hears or not. And Imam Malik is of the opinion that it is wajib (compulsory) to be silent whether he is near or far from the imam.

To speak during the khutba hinders the person from listening to the advices, prevents his heart from benefiting the word of Allah and occupying himself with Allah (swt). So he who destitute of the meaning and the message of khutba, destitute of the meaning of the jumah prayer either which means being in the presence of Allah (swt). His heart alienates the deep meaning of salah.

The proof of those who regard speaking during khutba haram is the verse “And when the Quran is recited, then listen to it and remain silent, that mercy may be shown to you..” (Surah al Araf, 204). The tafseer ulama (the scholars of interpretation) say that this verse was revealed about listening to the juma khutba.  (Mizan al Kubra)

It is makruh tahreemi to speak during khutba and to warn others not to talk. Moreover, even it is observed in the time of Prophet Muhammad (pbuh) that the imam and the congregation had question and answer dialogs, it is better to avoid it in terms of maintaining the masjid discipline. It is also makruh for the listeners to look around and greet. It is even better to keep silent or recite salutation inwardly when the name of the Prophet Muhammad (pbuh) Is mentioned. It is makruh to perform salah during khutba as well.
